Excise Tax Stamp: GRA to conduct unannounced inspections

As part of measures to enforce compliance in the implementation of the Exercise Tax Stamp Act, 2013 (Act 873), the Ghana Revenue Authority (GRA) has announced it will soon carry out inspections visits in the market without prior notice.

The Excise Tax Stamp is a specially designed digital stamp with security features which will be affixed on specified excisable goods in Ghana whether locally manufactured or imported to show that taxes and duties have been paid or will be paid on them.

The policy is aimed at controlling the importation and local production of excisable goods for revenue purposes, check illicit trading, smuggling and counterfeiting of excisable products.

The GRA in a press release is urging importers, manufacturers, wholesalers, retailers, and the general public to apply throw the Excise Tax Portal www.ghanataxstamp.com for the supply of an approved category and quantity of tax stamp or have their products seized by a team of task force setup by the authority.

“Products without the Tax Stamp would be detained and or seized and applicable sanctions imposed.” The statement said.

ENFORCEMENT OF THE EXCISE TAX STAMP –
UNANNOUNCED INSPECTION VISITS

The Ghana Revenue Authority (GRA) started the implementation of the Excise Tax Stamp Act, 2013 (Act 873) in January, 2018.

The Act requires Excise Tax Stamp to be affixed on specified excisable goods which are;
a. (i) manufactured in this country,
(ii) imported into this country, or
b. Other goods prescribed by the Minister

The Act requires that Excise Tax Stamp shall be affixed on the following excisable goods:

a. Cigarettes and other tobacco products;
b. Alcoholic beverages whether bottled, canned, contained in kegs for sale or packaged in any other form,
c. Non-alcoholic carbonated beverages whether bottled, canned or packaged in other form;
d. Bottled water, and
e. Any other excisable product prescribed by the Minister.

While enforcement at the ports started on 1st January, 2018, enforcement at the point of sale begun on 1st March, 2018.

GRA wishes to bring to the attention of importers, manufacturers, wholesalers, retailers, and the general public that enforcement task force teams will soon conduct unannounced inspection visits to enforce compliance. Products without the Tax Stamp would be detained and or seized and applicable sanctions imposed.
